Monument Upgrade
When you add in your Monument platform you will have choices to make, when this platform is built you have the chance to build the following:
- 1 x Basic Outpost upgrade (tier 1)
- 1 x Intermediate Outpost upgrade (tier 2)
- 1 x Advanced Outpost upgrade (tier3)
So how do I know the monument platform has been deployed and built?
Look at the following screenshot, what you're looking at is the level 3 upgrade on the station management screen.

So what can I now upgrade on my outpost here on Sisi (EVE test server) which has had 3 outpost improvements already. Well we could go for all 3 levels of any of the first 3 columns as we haven't upgraded any of those. This would mean adding in the tier 1 and 2 before the tier 3 upgrade.

Or we could upgrade just one of the first 3 and then upgrade L2 office and L3 refining, like:

But that would be quite foolish in my view as L2 refining is enough to give a semi-skilled refiner all but any take back like the screenshot below (screenshot has take set to 0%)

Notice in the yellow circles we have 0 wastage (take depends on station settings), so really a tier 3 upgrade isn't required on the Minmatar refinery outpost.
Lastly we could upgrade an untouched one to Level 1 & 2 and use the L3 to upgrade our refining. I know we already said there wasn't any point but I'm just telling you the choices you have.

What you cannot do is upgrade one to level 2 which hasn't been upgraded to L1 prior. So you can't upgrade L2 factory without upgrading L1 factory. So you have a few choices to make as to which you upgrade.
Plan carefully.
